COMMERCIAL ITEM DESCRIPTION
HANGERS, CLOTHES (WOOD, PLASTIC AND STEEL)
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification RR-H-1102.
This description covers, wood, plastic, and steel clothes hangers with steel wire suspension hooks, as specified.
Salient characteristics:
Wood hangers. Wood hangers shall consist of two side pieces, a trouser rod, and a suspension hook. Wood shall be red alder, beech, birch, cherry, gum, maple, or other suitable hardwoods which have similar strength and finishing characteristics. Wood portions of the hanger shall be smoothly sanded. Minimum width shall be 16-1/2 inches.
Plastic hangers. Plastic hangers shall consist of either a singly-molded unit body (shoulder piece and trouser bar) and a suspension hook, or of a separately-molded shoulder piece unit and trouser bar plus the suspension hook. In the latter construction, the trouser bar shall be made of the same material as the shoulder piece unit, and shall be permanently attached, not meant to be snapped out at either end. Minimum width shall be 16-1/2 inches.
Steel hangers. As a minimum, steel hangers shall consist of a singly-formed shoulder bar unit, a trouser bar, and a suspension hook. All parts, except the suspension hook, shall be secured by means of clean, smooth welds. All portions of the hanger, except the suspension hook, shall be coated with a suitable primer and baked enamel, or equivalent. Minimum width shall be 16-1/2 inches.
Suspension hooks. Suspension hooks shall be minimum 11 gauge steel, with either a bright galvanized finish or a nickel plating. Hooks shall be able to fit completely over a 1-1/2 inch diameter bar without binding. Hooks shall swivel and shall be either headed or annular threaded at the bottom.
Performance. When dropped in various attitudes from a height of 5 + 1/2 feet onto a hard surface, the hanger shall not be damaged so as to impair its intended use. The trouser bar of the hanger shall not deflect more than 1/2 inch when a 10 pound load is applied to the bar. The load is to be evenly distributed over the 10 inch center portion of the bar.
Workmanship. hangers shall be free from splinters, burrs, sharp edges, projections, molding residue, or defects that might snag or tear garments. Hanger surfaces shall be free from flaws, cracked or peeling enamel or lacquer, and other defects which might impair its serviceability or appearance.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The hangers shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be in accordance with the contract or order.
