COMMERCIAL ITEM DESCRIPTION
HOLDER AND CUTTER, WRAPPING PAPER
The General Services Administration has authorized the use of this commercial item description (CID), for all Federal agencies.
1. SCOPE
1.1 Scope. This commercial item description covers a countertop paper holder and cutter for 9-inch diameter rolls of wrapping paper.
2. CLASSIFICATION
2.1 Classification. The holder and cutter shall be of the following sizes as specified (see 7.1).
Size A – 24 inches (61 cm)
Size B – 36 inches (91 cm)
3. SALIENT CHARACTERISTICS
3.1 Holder and cutter. The holder and cutter shall have the following characteristics:
A. The holder and cutter shall be designed for countertop use.
B. The holder and cutter shall consist essentially of one cutter, two end standards, one top board or tap bar (or a one-piece frame which perform the same function as two end standards the top board or tap bar), one paper-holding roller, and a safety device to hold the cutter blade open when paper is being loaded. All metal parts shall be corrosion resistant or shall have a corrosion resistant finish.
C. The cutter shall be of suitable metal and sharp enough to assure clean tearing of wrapping paper.
D. The end standards shall be metal and shall have means for fastening the holder and cutter to the counter. The top board or bar, if a separate piece, may be wood or metal.
E. The paper-holding roller shall be wood or metal and shall be capable of supporting its capacity size roll of wrapping paper without deformation both at rest and during dispensing and cutting.
F. Springs shall maintain tension of the cutter blade on the paper roll at all times.
3.2 Workmanship. The finished holder and cutter shall be free from any defects which may affect appearance, function, or serviceability.
3.3 Measurement system. The values stated in inch-pound units are to be regarded as the standard. The metric values stated in parenthesis are for information purposes only.
